In 2014 the European Commission started an evaluation of the first eleven years of implementation (2003-2014) of the EU-FLEGT Action Plan. It covered all seven action areas of the Action Plan and included all actions undertaken by EU institutions, Member States and partner countries, including efforts of non-state actors and international organizations. In addition, the European Court of Auditors (ECA) carried out in 2015 a performance audit focusing on EU support provided to timber-producing countries under the Action Plan.
This project therefore targets one specific recommendation highlighted in the evaluation, namely: to improve the overall outcome and impact monitoring of the entire action plan, as well as to strengthen the management capacity for delivery of the Action Plan, especially at the central level, reaching out to related sectors, multi-lateral fora and across the European Commission.
