Transforming REDD+ and Payment for Forest Environmental Services in Vietnam

Background

Vietnam is currently developing its Forestry Development Strategy 2021-2030, with an eye to 2050. A key objective of the new strategy is to align national priorities with global forestry outlooks and international commitments, as well as developing innovative sustainable financing mechanisms for the forestry sector.

Since 2010, CIFOR has worked with the Ministry of Agriculture and Rural Development (MARD), civil society organizations, scientific communities and practitioners to co-produce new data, tools, information and analysis – and to inform policy makers. This includes supporting MARD in designing, implementing and monitoring national Payments for Forest Environmental Services (PFES).

CIFOR’s 10 years of research via its Global Comparative Study on REDD+ aims to use the knowledge gained in countries such as Vietnam to design and implement effective, efficient and equitable forestry policies globally. The sharing of information and lessons learnt is integral.

Objectives

At the national level:

  1. Event 1 on 5 November 2020 – National consultation workshop on Vietnam Forestry Development Strategy 2021- 2030, with vision to 2050, aims to establish a policy dialogue for both state and non-state actors to exchange knowledge, views, experiences, lessons learnt  and recommendations on newly developed policy options proposed  in the draft of Vietnam Forestry Development Strategy  2021 – 2030, with vision to 2050.
  2. Event 2 on 9 November 2020 – National workshop on payment for mangrove environmental services aims to explore new and innovative financing mechanisms for mangrove protections in Vietnam. In Vietnam, CIFOR has worked with MARD and the Vietnam Forest Protection and Development Fund to support information, tools and analysis for designing, implementing and monitoring the national scheme for Payments for Forest Environmental Services (PFES) for both inland and mangrove forests. While PFES for inland forests is advanced, PFES for mangroves is underdeveloped as policy makers seek answers to 4 key questions:
    • What mangrove environmental services are paid?
    • Who are environmental service providers?
    • Who are environmental services buyers?
    • How PFES revenue will be generated and how it will be distributed.

  3. This workshop will discuss these questions and provide a forum for policy makers, CSOs and scientific communities to discuss policy needs and knowledge gaps to be addressed.

  1. Event 3 on 10 November 2020 – The international workshop on enhancing wetland management and sustainable development aims to foster collaboration between international and national scientific communities on sustainable wetland management; provide policy makers with information, tools and analysis to develop sustainable wetland policies in the new 2021-2030 strategy with vision to 2050, and disseminate new research methodologies in analyzing mangrove forest governance complexities.

  2. Event 4 on 24 November 2020 – National workshop on 10 years of impacts of PFES in Vietnam aims to provide a policy forum for both state and non-state actors to discuss rigorous impact assessment results of PFES in Vietnam and recommendations for future policies to ensure effective, efficient and equitable PFES outcomes.   

At the sub-national level:

  • Consultation workshops to disseminate CIFOR research findings to locals on PFES impacts in Son La, Dak Lak, Thua Thien Hue, Hai Phong and Cat Tien National Park.
