CIFOR shall support the Government of Indonesia’s (GOI) efforts to establish a system to support the measurement, reporting and verification (MRV) of greenhouse gas (GHG) emissions for Indonesia’s reducing emissions from deforestation and forest degradation (commonly known as REDD+) activities (the Program). This will be a new program of support focused specifically on the development of Indonesia’s official GHG accounting system however it will seek to build upon the progress made under previous Indonesian National Carbon Accounting System (INCAS) Program of support, which was previously being implemented under the Indonesia-Australia Forest Carbon Partnership (IAFCP). Primarily the Program will support the efforts of the GOI to develop a nationally consistent GHG accounting system to support REDD+ activities and other emissions reporting requirements. In particular, this assistance will seek to support GOI efforts to develop an official system to; • Produce an historical GHG inventory for inclusion in the Biannual Update Report (BUR) to the UNFCCC by the end of 2014; • Produce a national reference emission level (REL) for REDD+ activities; and • Provide the basis for GOI’s ongoing emissions monitoring requirements.
