This U4 Issue Paper provides research and analysis on the governance and corruption risks for REDD+ at the national level and derives policy implications for development practice. The country case studies examine the ways in which corruption and poor governance in the forestry sector affect the development of REDD+. Existing corruption poses risks to REDD+ goals, while the financial resources associated with REDD+ may create additional opportunities for corrupt activity. The paper shows the importance of land tenure for REDD+, the integrity of benefit-sharing mechanisms, the role of the private sector, and the strength of anti-corruption and governance policies being supported by development agencies.
