Scoping Workshop: Towards the Enhanced Transparency Framework for REDD+ MRV

Background and objectives

Reducing emissions from deforestation, forest degradation and enhancing forest carbon stocks (REDD+) contributes to attaining Ethiopia’s nationally determined contributions (NDCs) to global efforts in facing climate change and meeting the development goals set in the Climate Resilient Green Economy Strategy (CRGE). REDD+’s key feature is it can reduce emissions while also generating social, environmental and climate adaptation co-benefits. Monitoring and assessing the impact of REDD+ actions are needed to ensure that resources are used in the most effective, efficient and equitable manner. In addition, countries are expected to present their GHG inventories once every two years and to report information to track progress in implementation and achievement of their NDCs as part of the Enhanced Transparency Framework (ETF) of the Paris Agreement. The ETF aims to improve transparency of climate action for all countries. Monitoring and assessing the impacts of REDD+ will therefore be essential for fulfilling the requirements of the ETF and the Paris Agreement.

CIFOR-ICRAF, Wageningen University and the REDD+ Secretariat are holding a scoping workshop to discuss issues on improving the transparency and completeness of information needed to monitor and assess REDD+ actions. This workshop marks the start of the TransMoni project activities in Ethiopia. This project is funded through the International Climate Initiative of the German government (IKI). At the global level, the project aims to develop guidance for transparent monitoring. At the national level it conducts research to improve MRV practices for afforestation/ reforestation and national data in on land use change in Ethiopia, in preparation of the ETF.

The workshop has the following objectives

  • Exchange information on the enhanced transparency framework and elements of transparent monitoring with national experts
  • Introduce the TransMoni project and its activities.
  • Understand perceptions related to transparent monitoring of Ethiopia’s NDCs, with particular attention to forest carbon, REDD+, and social and environmental safeguards
  • Seek input from national experts on the opportunities and challenges of improving MRV practices and data
