Geographic Information Systems Unit Manager

Overview

The Geographic Information Systems (GIS) Unit Manager will coordinate GIS activities across CIFOR’s research project portfolio and be responsible for managing the workflow and human resourcing of GIS operations across the center. The GIS Unit Manager will collaborate with the Deputy Director Gneneral (DDG)-Research and the Team Leader of Research to Impact (RTI) on institutional direction setting in relation to GIS and will have the responsibility for consolidating and building a centralized GIS Unit within CIFOR’s RTI team.

The GIS Unit Manager will have responsibility for technical oversight and delivery of GIS tasks. The GIS Unit Manager will ensure the delivery of spatial analysis and remote sensing work for various research activities and projects within CIFOR. He/she will also provide advice and guidance on scoping GIS components of new and existing research projects and deliver or allocate these tasks for completion within agreed timeframes. The GIS Unit Manager will also be required to contribute to the development of research methodology related to spatial analysis work, and to the development of spatial data management plans. The role will also be responsible for establishing methods that give a baseline for remote sensing of significant research investments so as to inform subsequent impact assessment analysis. The GIS Unit Manager will also represent CIFOR in engagement and outreach within Indonesia.

In addition, he/she will manage or oversee the management of the resources of the GIS Unit (hardware, software and data infrastructure).

Duties and responsibilities

The GIS Unit Manager will report to the RTI team leader and manage GIS work across a range of CIFOR-led research projects. The position will be accountable for the following:
a) Consolidate and build a central GIS Unit
  • Collaborate with the DDG-Research and theme leaders to develop an institutional strategy for integrated and specific GIS research.
  • Assess the current and future GIS capacity requirements at CIFOR.
  • Consolidate existing GIS capacity into a centralized hub and manage recruitment for additional consultant or staffing capacity as required.
  • Manage the GIS workflow and budgeting for the GIS Unit.
  • Provide leadership and direction to
    all GIS staff within CIFOR.
  • Develop and implement GIS
    functions, services, policy, and strategies.
  • Ensure the delivery of b – h below
b) Research activities
  • Formulate methods for spatial analysis for supporting various research activities within CIFOR.
  • Conduct spatial analyses that will involve compilation and/or development of maps, remote images, GIS and other spatial analyses to support project research and/or dissemination activities.
  • Develop metadata of GIS primary files generated from research activities that involved that involved the GIS Unit.
c) GIS data management
  • Develop a spatial data management plan based on best practices and international standards as well as implement it.
  • Work together with other CGIAR centers to make sure that the spatial data management plan and implementation comply with CGIAR policy.
  • Develop guidelines on how to archive secondary data involved in research activities, as well as primary data produced from research activities, and to update, synchronize and maintain the GIS files and geo-database on a CIFOR GIS server.
  • Develop tools for staff to help them manage and find the dataset.
d) GIS data manipulation and spatial data analysis
  • Perform GIS manipulation and analysis, such as overlays and conversion of coverages, data format and projection conversion, GPS data collection/post-processing/projection, data reconciliation, etc.
  • Perform remote-sensing manipulations, such as geo-referencing, image calibration, image processing and analysis, and feature extraction; and produce land cover/land use maps.
  • Perform spatial data analysis and or modeling that allows data integrations in many ways that reveal relationships, patterns and trends.
e) GIS data visualization and data sharing
  • Design, produce, and print maps and other forms of graphic products for CIFOR projects and scientists.
  • Develop a platform to enable CIFOR to disseminate research spatial data to the public through online mapping resources.
f) Maintenance of GIS Infrastructure
  • Work closely with a GIS assistant to maintain GIS infrastructure (server, database and online platform) to make sure it is always highly accessible.
  • Provide GIS technical support (troubleshooting, license activation, providing current software, etc.).
g) Partnerships
  • Establish and maintain professional cooperation, linkages, and partnerships with relevant institutions whose intentions and programs of work are related to those of CIFOR research.
  • Where necessary, develop comprehensive, modular and technical GIS and remote sensing training materials for staff members, collaborators and/or partners who require basic GIS knowledge.
h) Dissemination
  • Contribute to various dissemination activities that include active participation in meetings with stakeholders, and at seminars, workshops, exhibitions, etc.

Education, knowledge and experience

• Master’s degree in ecology, environmental studies, forestry or geography
• a minimum of seven (7) years of relevant professional experience in developing and conducting spatial analysis and spatial data management
• well-develop leadership and project management skills
• advanced knowledge of ArcGIS (desktop and server), spatial analysis and image processing software (e.g. Erdas Imagine, ENVI, Definiens) as well as data management
• strong computer skills in the main software programs (Excell, Word, Access, SPSS, etc.)
• strong computer skills in information technology and programming will be an advantage (DBMS, phyton, php, javascript)
• familiarity in working with a variety of remote imageries, e.g. IKONOS, GeoEye, Landsat, SPOT
• basic knowledge of CGIAR’s (or other international agencies’) systems, networks and processes is preferred
• work experience in a multidisciplinary environment.

Terms and Conditions

• This is a locally recruited staff position. CIFOR offers competitive remuneration in Indonesian rupiah (IDR), commensurate with skills and experience.
• The appointment will be for a period of two (2) years, inclusive of a six (6)-month probation period, with the possibility of extension contingent upon performance, continued relevance of the position and available resources.
• The duty station will be at CIFOR Headquarters in Bogor, Indonesia.
