Consultant for implementing CCBA Sustainable Landscapes Rating Tool
Subnational jurisdictions provide important testing grounds for innovative policies that can inform higher-level efforts for sustainability. The Governors’ Climate and Forests (GCF) Task Force is a collaborative partnership between 38 states and provinces from Brazil, Colombia, Ecuador, Indonesia, Ivory Coast, Mexico, Nigeria, Peru, Spain and the United States. Together, they hold over one-third of the world’s tropical forests and have committed to reducing deforestation in their jurisdictions (Rio Branco Declaration of 2014), while aligning with sustainable supply chain initiatives, promoting the rights of indigenous people and pursuing finance for low-emissions rural development (Balikpapan Challenge of 2017). As part of CIFOR’s Memorandum of Understanding (MoU) with the GCF Task Force, and new collaboration with Earth Innovation Institute (EII), and with the Climate Community and Biodiversity Alliance (CCBA), we are assessing the progress of GCF Task Force member jurisdictions toward low-emissions rural development (LED-R). In 2017, we compiled secondary data and interviewed key local stakeholders to create a jurisdictional profile for most of the member states or provinces. We also implemented the CCBA Sustainable Landscapes Rating Tool in multiple member jurisdictions where a rating (A, B, C) is given to various indicators of jurisdictional sustainability. After data collection, we held workshops with local stakeholders to validate (and revise) the results.
As part of the Forests, Trees and Agroforestry research program on climate change mitigation and adaptation (FTA FP5), in 2018, we will implement the CCBA Sustainable Landscapes Rating Tool (SLRT) and hold validation workshops in the remaining tropical member jurisdictions. Additionally, we will also complete the jurisdictional profile for the remaining states or provinces. All information will contribute to the recently launched GCF Impact Platform, where jurisdictions show progress toward low-emissions rural development and transparency, and connect with investors and markets.
Duties and responsibilities

- compile secondary data and conduct interviews with stakeholders involved in LED-R/REDD+ policies, programs and initiatives in Papua, North Kalimantan and East Kalimantan
- implement the CCBA SLRT in Papua, North Kalimantan and East Kalimantan
- update the jurisdictional profile for North Kalimantan (as needed)
- hold SLRT validation workshops in Papua, North Kalimantan and East Kalimantan
- contribute to analysis and writing for global comparative publications based on the survey data
- plan to travel during May–September 2018 to study sites in Papua, North Kalimantan and East Kalimantan to conduct interviews with stakeholders involved in LED-R/REDD+ policies, programs and initiatives, and hold workshops.
Education, knowledge and experience
· Bachelor’s degree in social sciences, economics, forestry, environmental sciences or other related disciplines is required.
· Strong knowledge of REDD+ and forest-related interventions in Indonesia is required.
· Excellent spoken and written Bahasa Indonesia and English is required.
· Knowledge of GCS-REDD+ subnational research is advantageous.
· Excellent interpersonal skills and capacity to work in a team are required.

· Should have good organizational skills and be able to set priorities and manage multiple tasks.
· Must be able to work independently as well as in a team environment.
