Consultant to support ECCAS Commission


The Strengthening and Institutionalization of the Central African Forest Observatory (RIOFAC) project has been funded since 2017 by the European Union within the framework of the Support to the Ecosystems of Central Africa (ECOFAC) program. The RIOFAC project is implemented by a consortium led by the Center for International Forestry Research (CIFOR).

The RIOFAC project has been amended, increasing its budget by one million Euros. Among the new activities included in the amendment is the recruitment of a consultant to support Economic Community of Central Africa States (ECCAS) for 6 months. Within the framework of the RIOFAC1 project and its amendment stated above, CIFOR - ICRAF will provide, through the recruitment of a consultant, additional support to ECCAS in the implementation of its medium-term strategic plan, but also aiming to improve its interaction with the Central African Forest Commission (COMIFAC).

Duties and responsibilities

Placed under the hierarchical authority of the Commissioner in charge of the Environment, Natural Resources, Agriculture and Rural Development (DERNADR), the consultant shall be responsible for supporting the ECCAS Commission with a particular focus on DERNADR, especially on the subject of the economy of protected areas, environmental diplomacy and the institutional framework on the fight against climate change and the green economy in Central Africa. This includes:
  • Assist the Commissioner in all tasks related to the ECOFAC 6 program;
  • Design and prepare technical and financial reports to be forwarded to the Chair of the Commission, the States and the Delegation of the European      Union via the ECOFAC 6 regional technical assistant
  • Prepare technical documents for regional meetings;
  • Represent the Commissioner at regional meetings of the ECOFAC 6 program;
  • Draft letters to states and other stakeholders;
  • Share the Commission's concept of the economy of protected areas with other actors involved in the implementation of the program, and with other technical and financial partners;
  • Analyze and use the reports of the National Monitoring Committee;
  • Prepare technical factsheets for the Chair of the ECCAS Commission
  • Contribute to the preparation of the DERNADR Work Program and Annual Budget
  • Interact with the Executive Secretariat of COMIFAC
  • Contribute in organizing meetings and conferences.

Education, knowledge and experience

  • At least a Master’s degree in one of the following fields: geography, social sciences, environment, economics, agronomy or biology, or any equivalent training;
  • Strong capacity to analyze and synthesize documents
  • Proven capacity for technical or scientific writing
  • Experience in coordination or team leadership of regional programs in Central Africa;
  • At least 10 years of experience in multi-component, multi-country and multi-actor project coordination in the field of natural resource development
  • Have at least 7 years of experience in facilitating and running multi-stakeholder networks and organizing steering committees;
  • Have at least 7 years of experience in issues related to natural resource management, strengthening local actors and/or the green economy;
  • Have experience in the development of protected areas and the economy of protected areas
  • Have knowledge of the activities of ECCAS and its specialized institutions as well as implementing agencies;
  • Have at least 10 years of experience in the Central African sub-region;
  • Have knowledge of the regional integration process, the ECCAS reform process and the green economy system in Central Africa
  • Have experience in the ending, monitoring and evaluation of programs
  • Have a perfect command of the French language, spoken and written. Fluency in English and/or Portuguese shall be an asset.
