Legal Officer


The Legal Officer provides legal advice and recommendations in all aspects of CIFOR’s institutional operations. She/he handles a wide range of complex and sensitive legal matters involving issues relating to intellectual property, contracts, organizational, corporate governance, private, domestic and international laws and data protection/privacy laws.

Duties and responsibilities

1. CIFOR’s Institutional Agreements and Policies:
  • The legal officer will oversee and review the compliance and governance of all institutional agreements (Hosting Agreements, Memoranda of Understanding (MoUs), Grant Agreements and Subgrant Agreements, data sharing agreements, non-disclosure agreements, pre-teaming agreements) in accordance with CIFOR and donor policies. They will also have an understanding of the various CIFOR policies, as well as the ability to draft, revise and/or negotiate agreements on behalf of CIFOR with Partners. The legal officer will report to the Program Management & Coordination (PMC) Team Leader for this particular task.
  • The incumbent will draft, review and/or negotiate services or vendor agreements in accordance with CIFOR and/or donor policies.

2. Institutional matters
  • Assist the Director of Corporate Services in corporate and governance matters.
  • Provide advice and recommendations on legal matters to the management and specifically provide legal guidance and opinions to the organization undertaking corporate actions.
  • Provide reports to the Audit and Risk Committee of the Board on the organization’s legal related matters.
  • Review and advise on international laws and other laws, general policy and regulatory framework applicable to CIFOR. They will also be required to perform legal research and update guidelines, rules and regulations and implement applicable policies and procedures in relation to legal affairs.
  • Provide general legal support and services to all CIFOR units and country offices/hubs
  • Supervise and oversee delegated legal tasks if any.

3. Intellectual Property (IP)
  • Support legal and IP capacity building as well as provide legal advice and guidance related to IP including, but not limited to, staff and/or relevant units. There will also be a requirement to leverage knowledge and ensure effective and consistent intellectual asset management in CIFOR.
  • Provide legal advice and guidance to the Forests, Trees and Agroforestry (FTA) Program Director and the FTA Management Support Unit for legal and IP related matters including management and contractual matters as part of the implementation of FTA.
  • Draft the Center’s Intellectual Assets Management Report for review and approval prior to submission to the CGIAR on an annual basis.
  • Prepare Intellectual Assets Assurance of Compliance to be signed by the Board.
  • FTA: (CIFOR is the lead center) provide an annual IA report for FTA as part of FTA annual report.

4. Support the CIFOR-ICRAF Data Protection Officer (DPO) in carrying out related tasks
  • Support staff training on personal data protection compliance requirements.
  • Conduct regular assessments and audits to ensure personal data protection compliance.
  • Maintain records of all data processing activities conducted by CIFOR.
  • Respond to data subjects to inform them about how their personal data is being used and what measures CIFOR has put in place to protect their data.
  • Perform other necessary tasks as required in accordance with CIFOR policies, procedures and applicable laws on personal data protection.

5. CGIAR Legal/IP Network (CLIPnet):
  • To act as the focal point representing CIFOR as a member of CLIPnet; keep CIFOR abreast of CLIPnet’s latest developments and activities, including legal and policy developments at national, regional and international levels and provide relevant updates and advice on developments in law.

6. Dispute settlement/litigation:
  • Prepare and review claims, suits, and legal notices
  • Coordinate with external lawyers on all dispute matters.

Education, knowledge and experience

  • A bachelor’s degree in law from a recognized university with a minimum of 7 years’ experience working in a reputable law firm or an international organization/corporation is required, or an advanced degree in law from a recognized university with a minimum of 5 years’ experience in a reputable law firm or an international organization/corporation would be an advantage;
  • Five to seven years’ experience in international law, reviewing international contracts and transactional practice is required, corporate law, intellectual property and employment law would be desirable;
  • Demonstrate a good grasp of relevant laws including, but not limited to, laws governing international non-profit organizations; Indonesian law, IP and related international laws and treaties, and labor, contract, personal data protection and corporate governance laws;
  • Knowledge of intellectual property law and licensing as applied to agriculture and environment;
  • Experience working with a wide and diverse network of groups and individuals;
  • Experience in negotiating and drafting complex legal agreements and an ability to perform work of a confidential nature with high levels of integrity;
  • Experience in identifying capacity building activities for staff for technical development needs;
  • Proficiency in relevant software packages (Microsoft Word, Excel, and PowerPoint);
  • Excellent communication and reporting/drafting skills in English.

Terms and conditions

  • This is a Locally Recruited Staff (LRS) position. CIFOR offers competitive remuneration in local currency, commensurate with skills and experience.
  • The appointment will be for 1 (one) year, inclusive of a six-month probationary period, with the possibility of extension contingent upon performance, continued relevance of the position and available resources.
