The conceptualization and implementation of activities under SWAMP were drawn from the expertise of CIFOR, the US Forest Service (USFS) and their respective partners. CIFOR is recognised as a global leader in interdisciplinary forest research and application, collaborating with governments, scientists, and NGOs throughout the world. The USFS also contributes scientific expertise and practical knowledge of land management and has strong ties with USAID Missions and with US Embassies in many of the countries targeted by SWAMP. The USFS and CIFOR are working closely with both USAID and the State Department and have sought to tie bilateral and regional efforts to SWAMP wherever possible.

This partnership magnifies the long-term impact of SWAMP and establishes linkages to ongoing development assistance and policy initiatives supported by the US Government. For example, in Indonesia, USFS has used State Department funding to support and complement CIFOR’s efforts and to jointly fund the international workshop held in Bali in 2011. A state-of-the-art carbon analysis laboratory has been established at the Bogor Agricultural University, which has been the primary C analysis lab for SWAMP activities in Southeast Asia. Through its regional and country offices, CIFOR continues to work very closely with its partners across the tropics, and utilises its strong outreach and publication departments to disseminate scientific results associated with SWAMP to policy makers globally.
