The Internal Control instrument is intended to gain information of
deforestation size and rate in a particular forest area. It will provide
information on the location, size, and type of forests being deforested, using
geographic information system analysis, amount of timber produced and exported
(sold) as well as government revenues collected for each forest management unit.
For forestry resources, the information is summarized in the following
indicators:
a. GIS - Geographic Information System
A geographic information system (GIS) is a technological tool for
comprehending geography and making intelligent decisions. It integrates
hardware, software, and data for capturing, managing, analyzing, and displaying
all forms of geographically referenced information. A GIS is most often
associated with a map; in fact, GIS can be viewed with three ways: The database
view, the map view and the model view.

b. Forest Certification
Forest Certification is one of market-based instrument promoting sustainable
forest management. The forest business follows the requirements in a system of
certification is based on the demand for products [wood] which is the basic
birth certification system.
There are some institutions that create a system of certification in the field
of forestry. Each institution develops its own criteria and indicator.

c. VPA - Voluntary Partnership Agreements
VPA is a voluntary scheme to ensure that only legally harvested timber is
imported into the EU from countries agreeing to take part in this scheme. the
VPAs will include commitments and action from both parties to halt trade in
illegal timber, notably with a license scheme to verify the legality of timber.
The agreements will also promote better enforcement of forest law and promote an
inclusive approach involving civil society and the private sector.
There are broad and cross-cutting elements that will constitute the
agreement. Each country will however have to negotiate on the details of these
elements in the agreement and also highlight themes specific to their
conditions. The broad cross-cutting themes are: [1]. Definition of Legal timber;
[2]. System of verification of legality; [3] Chain of Custody system;
[4]Licensing system; [5] Independent monitoring of system.
