Director of Vietnam REDD+ Office, Ministry of Agriculture and Rural Development

Cuong has been participated in REDD+ negotiations and designing national REDD+ plans since 2007. He is appointed to be National REDD+ Focal Point and leading REDD+/LULUCF Negotiator of Vietnam. He is now Director of Vietnam REDD+ Office (VRO), and National Directors of both the FCPF REDD Readiness Project and the UN-REDD Vietnam Phase II Programme.

His view is that REDD+ is one of many mechanisms/measures that promote protections, sustainable management and improvement in quality of existing forests, and expansion of forests into non-forested areas. In turns, REDD+ contributes significantly to GHG emissions reductions and improvement in livelihoods of local communities. Furthermore, REDD+ cannot solve all problems of forestry sector, which have been persistent for many decades. Therefore, REDD+ will not work if it is not designed as parts of comprehensive and integrated national forest management and development policies and strategies, and other relevant national regulations and systems. If REDD+ is developed as a separate system and is overloaded by so many aspects, it will be too complicated and never become true.

What is more important is that country ownership and leadership in the REDD+ implementation shall be respected. Imposed concepts and imported models for REDD+ might not likely to work!
