Achmad Santosa

Deputy Head, President’s Delivery Unit for Development Monitoring and Oversight (UKP4), Indonesia

Since February 2012, Mas Achmad Santosa has been appointed as the Deputy Head of the President’s Delivery Unit for Development Monitoring and Oversight (UKP4). In his current position he is particularly responsible for the legal reform of forest and peat land governance and law enforcement, as he was also previously the Head of the Working Group on Legal Review and Law Enforcement of the Indonesia’s Task Force on REDD+.

Mr. Santosa has been working in the area of environmental law in Indonesia for more than 25 years. During 25 years of his environmental law works, he founded and has been the Board Chairperson  of the Indonesian Center for Environmental Law (ICEL). He has served as one of the drafters of the Environmental Management Act No. 23 year 1997 and Environmental Protection and Management Act No. 32 year 2009. Since  year 2000-2007 he was trainer of environmental  enforcement training for judges and enforcement officers organized by the Supreme Court of the Republic of  Indonesia. In 2001, Mr. Santosa received the Satya Lencana Pembangunan Nasional honors from the Government of Indonesia for his contribution in the environmental field.

In the area of legal reform and anti corruption, in 2010 Mr. Santosa was appointed by the President of the Republic of Indonesia as acting Commissioner  for Corruption Eradication Commission (KPK). From 2009-2011 he was serving as a member of Presidential Task Force to Combat Corruption in the Enforcement System.

Mr. Santosa has been active as a senior lecturer on the subject of environmental law in the Law School, University of Indonesia since 1990. Further, Mr. Santosa has extensive experience in international development agencies, from 2006-2009, he was a Senior Advisor for Human Rights, Legal Reform and Access to Justice of UNDP Indonesia. Currently, he is also a member of Commission on Environmental Law of IUCN (International Union for Conservation of Nature) and Scientific Community, International Criminology Society.

Mr. Santosa graduated from Faculty of Law, Universitas Indonesia in 1983 and received his Master of Laws Degree (LL.M.) from the Osgoode Hall law School at York University, Toronto Canada in 1990.
